Referees and the Refereeing Process

ultiBASE values and encourages the electronic publication of original scholarly research on teaching and learning. ultiBASE aims to:
  • improve the quality of electronic publishing in the discipline areas it covers by maintaining high standards.
  • increase the speed at which valuable research becomes available to academics by improving our internal processes.
  • be consistent and accountable at all times.
  • maintain blind refereeing procedures for articles submitted for peer review.

Selection criteria for referees

Referees will be selected by the Editorial Committee on the basis of their:
  • experience in the area appropriate to the paper
  • ability to referee in a timely and responsible manner.

Referees' tasks and requirements:

  • Referees will agree to review an article before it is sent to them.
  • Referees will be given no details about authors of articles during the review process.
  • Referees must complete theProforma for Referees and return it to the Editor.
  • Refereeing must be completed within two weeks of receipt of the article.
  • Referees must articulate sound grounds for the rejection or acceptance of articles.
  • Referees' reports will remain anonymous when returned to authors.
  • Referees must report suspected plagiarism to the Editor.

Procedure for the editing and refereeing of articles:

(Please note that email and/or fax will be used wherever practicable to speed the process of refereeing.)
  1. Article is received by the Editor and recorded in the submissions database.
  2. Author is sent an acknowledgement and predicted timeline for acceptance/rejection.
  3. Article (without the author's name) and Proforma for Referees are sent to two designated referees within one week of receipt by the Editor. Alternatively, referees may choose to print the Proforma for Referees in full from the ultiBASE site.
  4. Article is refereed within two weeks of receipt by the referees. Referees complete the Proforma for Referees and return this with the article to the Editor.
  5. Editor examines the reports and decides on next course of action: acceptance, rejection or another opinion.
  6. Article may be reviewed by a third referee, usually from the Editorial Committee.
  7. Article is approved by two referees before acceptance for publication on ultiBASE.
    (Editor consults the members of the EditorialCommittee as necessary in matters of dispute.)
  8. Editor sends anonymous reports to the author of the article with a decision about its publication or other suggestions for reworking.
  9. Editor suggests a timeline for the electronic publication of the article and negotiates keywords, feedback mechanism, final editing and other administrative matters with the author.
  10. Article is published when the markup process is complete.
